While it's hard to understand what the differences are from that description, it's totally on-target. Easy Blackjack is indeed a totally different way to play. In fact, while there are strong elements of blackjack in there, for gambling purposes, it's more along the lines of a guessing game.
The dealer is the only one who is dealt any cards. You bet on what hand you'll need to beat theirs. Your options are 16, 17, 18, 19, and 20. In other words, predefined hand scores. And if it turns out to be higher than the dealer's, you win. If the dealer busts, you also win, while in the case of a push, your bet is returned.
In terms of mechanics: to make the bet, simply place your chips on one of those hand values. You can also place a chip on the 'Bust It' side bet, which is an extra bet on the dealer's hand exceeding 21, ie. going bust. This bet can be won regardless of the outcome of the main bet.
The dealer must hit on 16 and stand on a soft 17. For beginners, that means the dealer must take another card on 16, and not on a 17, when that 17 includes an Ace.
Also, this is a live game in multi-player format, there's a time limit to place your bets to ensure the game moves along.

- As for the rest of your options, a bet on 18 will only beat a dealer's 17, or their bust. A similar thought pattern goes for 19 – you'll win on a dealer 17 and 18 hand, or a bust, while a 20 pick increases your chances for a win with a dealer 19 hand on top of the previous possibilities.
